Introduction to the Faculty of Engineering
The Faculty of Engineering at Parwan University was established in 2019 (1398 (through the dedicated efforts of the leadership of Parwan University, particularly with the support of the Ministry of Higher Education of Afghanistan. Since its establishment, the Faculty has been carrying out its academic, educational, and administrative responsibilities in line with the mission and objectives of the University and the national higher education system.
At present, the Faculty comprises two academic departments: the Department of Urban Planning and the Department of Water and Environmental Engineering. It is staffed by nine academic faculty positions and is supported by the Office of Academic Affairs, the Executive Administration, and the Laboratory Management Office.
In pursuit of enhancing the quality of education, research, and practical training, the Faculty has established productive academic collaborations with Kabul Polytechnic University, the Parwan Provincial Directorate of Urban Development, the Parwan Provincial Directorate of Energy and Water, and the Parwan Provincial Directorate of Environmental Protection. Furthermore, the Faculty is committed to expanding its partnerships with other academic institutions, governmental agencies, and sectoral organizations in order to provide students and academic staff with greater opportunities for practical training, research, and professional engagement.
The Faculty is currently headed by Assistant Professor Khalid Urfan, who obtained both his Bachelor's and Master's degrees in Urban Planning from Konya Technical University, Republic of Türkiye. As the Dean of the Faculty of Engineering, he is dedicated to advancing the Faculty's academic, educational, and administrative development while contributing to the service of society and the nation through higher education and scientific excellence.

The Faculty of Engineering aspires to become a distinguished academic institution equipped with highly qualified faculty members and supported by a standardized higher education system that actively contributes to the generation and advancement of engineering knowledge. The Faculty is committed to responding effectively to the evolving challenges and demands of contemporary engineering while promoting innovation, academic excellence, and sustainable development.

The mission of the Faculty of Engineering is to educate competent, ethical, and professionally committed engineers who embody Islamic and Afghan values and serve as pioneers in the reconstruction and sustainable development of Afghanistan. The Faculty seeks to prepare a generation of professionals capable of integrating urban development with environmental sustainability and creating healthy, resilient, and sustainable living environments.

Strategic Goals
The primary objective of the Faculty of Engineering is to educate qualified and professionally competent engineers in the fields of Urban Planning and Water and Environmental Engineering, with a strong emphasis on sustainable development while taking into consideration Afghanistan's national characteristics and the needs and aspirations of its society.
Accordingly, the Faculty pursues the following academic and strategic goals:
- To enhance the academic, research, and professional capacities of faculty members and administrative staff through continuous educational, scientific, and research development programs.
- To provide students with laboratory-based instruction, fieldwork opportunities, and research projects utilizing modern teaching and learning methodologies.
- To educate and graduate highly qualified professionals equipped with the knowledge, technical expertise, and practical competencies required for the reconstruction and sustainable socio-economic development of Afghanistan.
- To foster a healthy academic environment founded on cooperation, mutual respect, professional ethics, and Islamic values among faculty members, administrative staff, and students, thereby encouraging active participation in academic and administrative affairs.
- To deliver high-quality engineering services through academic and applied engineering projects in the disciplines of Urban Planning and Water and Environmental Engineering, undertaken by faculty members in collaboration with students.
- To strengthen institutional collaboration and establish strategic partnerships with relevant governmental agencies, professional organizations, and academic institutions in order to promote academic excellence, institutional development, and sustainable growth of the Faculty.
Achievements of the Faculty of Engineering
- Organizational Development and Academic Capacity
The Faculty of Engineering at Parwan University commenced its academic activities in 2019 (1398) with the establishment of two academic departments: the Department of Urban Planning and the Department of Water and Environmental Engineering. At its inception, each department was allocated four academic faculty positions. In line with the Faculty's commitment to strengthening its academic capacity and addressing the growing demand for higher education, an additional academic position was approved and added to the organizational structure of the Department of Urban Planning in 2023 (1402) through the concerted efforts of the leadership of Parwan University and the Faculty of Engineering. This expansion has significantly contributed to enhancing teaching capacity, improving educational quality, and supporting the Faculty's academic development.
- Capacity Building
Capacity building for academic staff, administrative personnel, and students has remained one of the Faculty's strategic priorities. Accordingly, administrative staff have participated in a variety of professional development programs covering computer skills, information technology, administration, and management.
Likewise, faculty members have actively participated in numerous professional development initiatives, including specialized workshops, Advanced Leadership Training Programs, and internationally recognized educational training programs on Outcome-Based Education (OBE) and Student-Centered Learning (SCL).
To further strengthen academic qualifications, three faculty members from the Department of Urban Planning and two faculty members from the Department of Water and Environmental Engineering have been nominated to pursue Master's degree programs at Kabul Polytechnic University. In addition, one faculty member from the Department of Water and Environmental Engineering has been nominated to pursue a doctoral (Ph.D.) degree at a university in the Republic of Türkiye.
The Faculty has also implemented several initiatives aimed at enhancing students' professional competencies. These include assigning students to relevant governmental institutions and professional organizations for practical training, field-based learning, and applied engineering experience. Such initiatives have played a vital role in strengthening students' technical skills, improving their practical competencies, and bridging the gap between theoretical education and professional practice.
- Development of Educational Infrastructure and Laboratory Facilities
Since its establishment, the Faculty of Engineering has made substantial progress in developing its educational infrastructure and laboratory facilities. Its major achievements include:
- Establishment and equipping of a Computer Laboratory with 36 computer workstations to support engineering software training, computer-aided design, and engineering project implementation.
- Establishment and operationalization of the Engineering Laboratory to facilitate practical instruction, laboratory experiments, and applied research activities.
- Establishment and equipping of a Technical Drawing Studio with a capacity of 60 students, including 60 drafting desks and chairs, to support engineering drawing, technical drafting, and design-based learning.
Furthermore, considerable efforts have been made to improve the Faculty's physical environment through landscaping, green space development, and beautification of the surrounding campus, thereby creating a more conducive and attractive environment for teaching, learning, and academic activities.
- Academic Partnerships and Memoranda of Understanding
The Faculty of Engineering has established strong academic and professional collaborations with relevant governmental agencies and technical institutions to provide students with valuable opportunities for practical training, fieldwork, applied projects, and professional skill development.
In this regard, the Faculty signed its first Memorandum of Understanding (MoU) with the Parwan Provincial Directorate of Urban Development. Under this agreement, students of the Department of Urban Planning are provided with opportunities to observe and participate in urban development projects, including the preparation of strategic plans, detailed urban plans, and other municipal development initiatives. These experiences enable students to complete their practical and applied training under the supervision of experienced professionals.
Subsequently, the Faculty signed another MoU with the Parwan Provincial Directorate of Energy and Water. Through this partnership, students of the Department of Water and Environmental Engineering are able to participate in field visits to water resource management projects and carry out practical, applied, and research activities in close collaboration with the Authority's engineers and technical experts.
In addition, the Faculty has benefited substantially from its long-standing academic collaboration with the Departments of Urban Planning and Water and Environmental Engineering at Kabul Polytechnic University. These collaborations have supported the Faculty in conducting academic recruitment examinations, appointing qualified faculty members, and strengthening educational and research cooperation.
- Future Prospects for Institutional Collaboration
The leadership of the Faculty of Engineering remains committed to expanding its academic and professional partnerships with government ministries, public institutions, higher education institutions, and other relevant national and international organizations. The Faculty aims to establish additional Memoranda of Understanding to broaden opportunities for practical training, internship programs, joint engineering projects, applied research, and professional capacity building for both students and faculty members. These initiatives are expected to strengthen university–industry collaboration, enhance community engagement, and contribute to the sustainable development of Afghanistan.

Introduction of Water and Environmental Engineering department
The Department of Water and Environmental Engineering was established in 2019, simultaneously with the creation of the Faculty of Engineering, and it has been carrying out its academic activities under the leadership of this faculty. Its main activities include teaching courses in accordance with the curriculum, conducting scientific research, delivering academic conferences, guiding students in preparing and defending their monographs, providing practical training in the field, participating in committees at the faculty and university level, and maintaining close relations with relevant government agencies such as the Environmental Protection Directorate, Urban Water Supply Directorate, and River Basin Directorate. The department plans to expand in the coming years by recruiting more academic staff and establishing a well-equipped library and laboratory to provide higher-quality education in water and environmental engineering.

The Department of Water and Environmental Engineering (WEE) aims to become one of the leading higher education institutions in the country and the region, dedicated to training specialized human resources, conducting research, and providing services in the field of water and environment.

The mission of the Department of Water and Environmental Engineering (WEE) is to create a suitable educational environment for faculty members, students, and staff. Academic facilities such as teaching laboratories, research opportunities, access to updated resources and textbooks, collaboration with national and international institutions, and improvement of the education system are key components of this mission.
• Objectives
- Education and research in water resource planning and management to improve water use efficiency in irrigation, industry, and urban sectors.
- Training and developing skills for the design, construction, and maintenance of water supply, water treatment, and wastewater systems.

Introduction to the Urban Planning Department
The Urban Planning Department was established in 2019 within the framework of the Faculty of Engineering at Parwan University, as a result of the efforts of the leadership of Parwan University, particularly the respected leadership of the Ministry of Higher Education.
Urban Planning is considered one of the relatively new academic disciplines in most universities around the world as well as in Afghanistan. Students of this field complete a four-year academic program consisting of eight semesters. During their studies, they explore various urban issues and topics such as urban structure, urban transportation systems, land use planning, urban green spaces and environmental issues, urban rehabilitation and renewal, preservation of historical urban areas,
urban economics and sociology, water supply and sewage networks, urban poverty and its causes, housing and population distribution in cities, urban services and facilities, urban design, urban management, and other important and engaging subjects related to cities and urban planning.

The Urban Planning Department, with its young and committed academic staff, is determined to train specialized engineers and conduct applied scientific research in order to become one of the leading references in education and in addressing urban challenges at the national level.
